Confused about the difference between a regular service check and a real pre purchase inspection

I'm hoping someone can clear this up for me because I keep getting conflicting advice. I'm looking at a 2017 Mazda CX9 from a dealer in Ras Al Khaimah, and I asked them if I could take the car to a garage for a check before buying. The dealer said "sure, we have our own workshop, they can do a full inspection for you." But that feels weird to me because it's their own guys checking their own car, right? Obviously they're not going to tell me if something's wrong. So I started calling around to independent garages, and some of them said they can do a "full service check" which sounded good until I realized it's basically just an oil change and a visual once over. Then I found something called a dubai certified pre purchase check from a company that only does inspections, not repairs. Apparently they don't have any incentive to hide problems because they don't make money off fixing them. That makes a lot of sense to me in theory. But here's my question for people who've been through this: what's the actual difference between what these specialist inspectors do versus what a normal garage does when you ask them to "check the car"? Is it worth paying double for the specialist? I don't want to waste money but I also don't want to get burned. The CX9 is a big purchase for our family and I need to get this right. Letting the dealer's own workshop inspect their own car is like asking someone to grade their own exam. The conflict of interest alone makes that report worthless regardless of what it says.

The key difference is incentive. A garage that also does repairs has every reason to find problems that generate work. A company that only does inspections gets paid the same whether the car is perfect or a disaster.

A service check from a regular garage is oil, filters, and a visual once over. A proper pre purchase inspection includes paint thickness readings, full module scanning, lift inspection, and a detailed photo report. Completely different scope of work.

CX9 from a RAK dealer being offered with their own workshop inspection is a common tactic. Independent inspectors who work only in assessments are specifically valuable in exactly this situation.

Paying double for a specialist inspector who has no repair business to feed is absolutely worth it on a family purchase this size. The report you get back reflects what the car actually is, not what someone hopes you will pay to fix.
